Utility Rate Communication 3/20/2026

The Village of Pender wishes to notify residents of an upcoming adjustment to utility rates, which will take effect on April 25, 2026. This change is necessary to maintain the reliability and quality of our services and to address increased expenses related to rising supply costs and essential infrastructure improvements.

A Special Board Meeting will be held on March 25th at 5:00 p.m. to discuss these rate changes and conduct a second reading of the affected ordinances. The third reading and Board vote are scheduled for the April 13th Board meeting.

Effective Date: April 25th

Proposed Monthly Rate Structures:

Water:

• $1 increase for advanced metering (infrastructure upgrade)

Gas:

• $1 increase for advanced metering

Electric:

• $1 increase for advanced metering / $3 for three-phase service

  • $5 increase for infrastructure maintenance

  • 3% increase on energy usage (pass-through from our supplier)

Advanced Metering:

Our current metering system will become obsolete in 2028 and will no longer be supported by the vendor. We propose collecting incremental monthly amounts now to finance the upgrade over time, thereby avoiding larger payments in two years.

Electrical Infrastructure Maintenance:

A recent unplanned repair to our substation transformer, installed in 1970 and rebuilt in 1994, highlighted the need for dedicated funding. Since this repair was not included in our budget, we propose a $5/month fee to recover the cost over the next three years.

For the average customer, these adjustments will result in an estimated increase of approximately $11 per month. We recognize that rate changes can affect household budgets and remain committed to supporting you in managing your utility expenses.
